It's the DVSA, not the DVLA
Driving tests are booked, changed and cancelled with the DVSA, on the official service at GOV.UK.
The DVLA deals with licences, which is why searching for a DVLA change to your test leads nowhere. Here's what the DVSA lets you change, the limits it applies, and what to do when there's nothing earlier showing.

DVSA or DVLA: which one handles your driving test?
They sound alike and get muddled constantly. This is the split.

So a driving test change is always the DVSA. The DVLA only comes into it if something about your licence itself is wrong, and that needs sorting before test day either way.
How to change a driving test with the DVSA
- The date of your practical test, outside the 10 working day window.
- The time, where another slot is free at that centre.
- The test centre, limited to the 3 nearest to where your test is booked, or back to the one you first booked at.
- Cancelling altogether, with a refund if you give enough notice.
Each of those counts towards your 2 changes, and a test can't be transferred to another person: the booking is tied to your name and licence number.
The limits the DVSA applies
10 full working days' notice to change or cancel without paying again. Monday to Saturday count, Sundays and public holidays don't.
2 changes to a car test, then it's cancel and rebook. If the DVSA moves your test, for example for bad weather, your 2 changes are given back.
Moves are limited to nearby centres: the 3 nearest to where the test is booked, or back to the centre you first booked at.
1 test booked at a time, in your name only.
You make the change yourself. An instructor can't do it for you.

Why there's nothing earlier when you look
This is what catches most people out. The official service only shows what's free at that second, and at a busy centre that can be months away. The typical wait across the country is around 23.4 weeks, and it varies hugely: our waiting times table covers all 316 centres.
Earlier dates do appear, all day and every day, as other candidates change or cancel theirs. There's no notification and no list, so they go to whoever is looking at that moment. That's what driving test cancellations are.

Questions about changing a test
Can I change my driving test with the DVLA?
No, and it's the most common mix-up in driving tests. The DVSA looks after driving tests and examiners. The DVLA looks after licences, so if you search for a DVLA change to your driving test you'll end up in the wrong place. Your test booking is a DVSA matter.
Can the DVSA move my test to an earlier date for me?
No. There's no waiting list to join and no way of asking to be moved up. Earlier dates appear only when other candidates change or cancel theirs, and they're taken by whoever sees them first.
How many times will the DVSA let me change my test?
A car test can be changed 2 times. After that you'd have to cancel and book again.
Can my instructor change my test with the DVSA?
No. Changes have to be made by the person taking the test. That's why we send an earlier date to you to say yes or no to, rather than acting on your booking ourselves.
What happens if I miss the 10 working day deadline?
You'd normally lose the fee and pay for a new test. There are exceptions, including illness or injury, a bereavement, a clashing school or college exam, or a stolen licence, and those need evidence sent to the DVSA.
